Panem, a state born from the ruins of a collapsed civilization, initially operated as a totalitarian dictatorship with the Capitol reigning over thirteen subservient districts. The subsequent Treaty of Treason enforced harsh conditions on the defeated districts, marked by public executions, civil rights restrictions, and mass surveillance. Inter-district travel and communication were banned, solidifying the Capitol's control.
